One could argue that they are, as in any type of business there is a percentage of them not legitimate.

Nevertheless, most of the stuff on the deep-web is real. There's nothing to be afraid of as long as you're not looking for illegal items/videos.

They probably are, but you never know. A good amount of that stuff is setup for people to get caught (ie: Violence toward others etc) so I guess you can sleep easier knowing that. Like I said though, there's no reason to be afraid. The browse I did on my phone with two VPNs running was a adult porn site I don't know how it got there and fake passports and just general scam shit.
