hi just go a new cpu fx 8320e 8 core
spec 3.2 ghz with 4.0 turbo
have cpuid running when i start up black ops 3 the most it will boost up to is 3489 ghz
i have msi 760GM-P21 (FX) mother board
10 gb ram
evga gtx 980
power supply corsair tx750w
windows 10
plus tried to overclock the cpu in the bios but my computer frozen up
is my mother board crap

No, your mainboard is absolutely fine. It supports overclocking so no worry about your mainboard.

Are you using the stock cooler? If so, this might be the problem.
higher clock = higher temperature

yes got the stock cooler this what come with it
so if i got i better cooler would i get a better speed then
my computer locks up if i go pasts 3500ghz if over clocked

You won't be overclocking much at all with the stock cooler. Upload a screenshot of [ Register or Signin to view external links. ] showing your CPU temps, this will probably give you an idea as to why you can't OC much.

Stock cooler is definitely the issue. The motherboard should be fine, but it's not very good.

just got a better cooler on it still will not go past 3499 ghz

What "better cooler"? Can we see a screenshot of HWMonitor, like _Skittle asked for. The way turbo works, is that your CPU ramps up when it's under load, so at 100% load, you should be at 4GHz, but at idle, you'll sit at 3.2GHz, so you're probably just sitting somewhere in the middle, in terms of load, and thus speeds. You can manually OC to sit at 4GHz constantly if you want. Either this, or you're throttling, which is why we'd like to see HWMonitor, for temps and load. Download HWMonitor, linked above, and maximize the entire CPU portion, upload a screenshot, should look like this;

Yeah, you don't need the full 4GHz at 50% load. If the CPU is under load, it will ramp up to 4GHz, that's how turbo boost works. As I said, manually OC if you want to sit at 4GHz constantly.

and tried to overclock it manually anything past 3550ghz computer locks up then i got to go back to stock setting.
