I'm in the same exact situation except i know this girl likes me and we msg every once and awhile for hours but everytime i ask her to hang out she always blows me off saying "I'm doing hw maybe next time" or "I'm really busy maybe next time", but it does seem that she's not lying because a couple of weeks she went to sf and she sent me a pic of her there.. I don't think shes lying about these things but it just seems weird because i've known her for 3 months and i always invite her to do something but she always blows me off. Can anyone give me advice in this situation?

Probably wasnt feeling you so she moved on.

Confront her and ask her why she doesn't wanna hang out.
She might be shy or uncomfortable about hanging out in public.
You need to find out why,so don't be afraid to ask.

You should've hung out with her more rather than just once a month, she probably got bored or something and found someone else unfortunately.

She probably just lost interest in you. And her not replying tells you she doesn't wanna talk you anymore. I honestly hate when girls do this, I would prefer for her to just say, "I don't wanna talk to you anymore." Sorry man.

Ye latterly no respect. This is first time that happen to me

Various girls do this, as most people said you may have been too slow to "execute" but in reality she could of led you on or used you to get over someone else... I have seen this happen a lot. Even if you are slow to "execute" she should not just block you out from her life I think that is wrong the way people do it, you should just find someone new man plenty of fish in the sea! Well man I bet you she will come crawling back sometime soon trust me they always crawl back. Forgive her or not she will more less likely do it again and again and again mate.
