Intel i5 4460
GTX 970
8GB RAM

I feel as if i'm averaging 50-60 fps on high and it doesn't feel smooth and tends to stutter or sometimes even drop to around 30fps then back up to 50-60 for some reason, any solutions?

Try disabling background applications that don't have to run while you playing the game. Also set your game on high priority by going to task manager and details , right click the game and it should be there.
