At what level do you need to be to join friends who are already upto level 30?i want to invite my friend an help him level up

they dont have to be a certain level, a level 30 could invite a level 1 and power level him by doing the last mission over and over again

How come I couldn't invite my friend then? It just said unable to invite or join because your on different maps?

I'm sure he finished that too but thanks I think that could be it. He's a bit useless so may have not done that.
