It started installing when i was online, but it was taking forever, but when i tried to install offline it wouldn't work. I've installed games offline before but for some reason it won't even give me an option to install fallout 3 while offline.

I don't think you can install games while offline on xbox one, that was only an option on xbox 360

I know you have to change setting for it to download it offline, just google it.
