It started installing when i was online, but it was taking forever, but when i tried to install offline it wouldn't work. I've installed games offline before but for some reason it won't even give me an option to install fallout 3 while offline.

Are you talking about downloading it of a disk or through your ready to download section from having it on 360?

for some reason it wont let me download games(disc) offline either anymore takes so long befor it would insall in about 25-30 mins but no it doesnt start the instalation or give me a option to
