Is there anyway to hack a app or game on iOS 9.2.1 without jailbreak and should I update to iOS 9.3.1 or 9.3.2 or stay on 9.2.1 incase a jailbreak comes out

If your waiting for the earliest available Jailbreak then I'd say... DO NOT update! Stay on 9.2.1 as there's 7 extra kernel exploits which are possible jailbreaks!
In regards to hacking a game, not really no. The only thing you can really do is glitches. Pretty much all mods/hacks would require root access. Sorry buddy
