The memory is your RAM.
1,000,000 + megabytes is quite a bit mate, I am not sure it goes to that. How much RAM do you have.

I am not quite sure why CS:GO uses so much memory but most browsers do you quite a bit of RAM, adding plugins and addons can also increase this.
You or another member may have to look into the CSGO situation more.

38% is not high and over a gigabyte is normal for games. 1024 MB = 1 GB.
Memory usage can cause slowdowns when almost all is being used and the system has to "page" memory by writing it to storage. Paging memory is slow because storage is much slower than memory.
