The Rundown
-First You Need The Talent Tactical Advance
-Then Spam It As Many Times As You Want
-Then Go Cover To Cover From Long Distance
-Now Check You DPS or Just Kill Someone

From reading the YT comments, it does not work on actual damage.

Its only a visual buff not actually increasing the damage of the gun
