I have an account on my PS4 that I no longer have access to so I want to delete but I can't. When I try to delete it, it says I must be connected to PlayStation network but I can't because I don't know the password. I can't reset the password or do anything do get the account back so is there any way I can delete the account without completely resetting my PS4?

Go onto any other account besides that account, go to settings and find users. You should be able to click options and remove it from your PS4.

I tried that already For some reason it still says to sign into playstation network on the account im trying to delete

Probably the easiest thing to do would be to get in touch with there support team or call them up and ask them to do it for you if you have no physical access of trying to remove the account from your playstation.

If that account is set as your primary user you have to know the password to do anything unless you want to completely reset your ps4
