Why do you reckon they haven't done a sequel to Ghosts, ? In my opinion the game was great, Great campaign and story, and it would have been good to see how they continued the story

In my opinion they have more opportunities now,

They can either carry on the Ghost story line or Infinite warfare story line.

But I must say it really doesn't matter since the campaign is such a small part of the game. It only sets up look of guns, maps. The multilayer is their main focus.

Most likely because of how poorly Ghosts did as a game... A lot of people were REALLY not happy with it and if those people saw Ghosts 2 they most likely wouldn't have even bothered getting it.
