Could I get a 144hz monitor or 120 hz monitor with these specs. If possible I want a Yes or No answer no budget questions or do I even know what Im talking about. Thanks!

No one can answer this question.

Can you buy a 144Hz monitor? Yeah, probably, if you have enough money and know how to use shops.

Can your rig run games at 144FPS? No idea. Depends on the game, and what GPU you have. No one can know what GPU you have, as it could be anything from as low end as an R7 240, or it could be an R7 265.

sorry^^ I have an R7 260x and I really only play CSGO.. So just depending on my GPU and game is CSGO. Thanks!

CSGO is easy to run at high FPS at 1080p, so yeah you'd be able to take advantage of a 144Hz panel on CSGO with a 260x. I personally wouldn't though.

1080p 144Hz panels are pretty expensive and don't look the greatest IMO. I'd prefer a nice IPS panel, as opposed to a more expensive, lesser quality TN panel, just for moar FPSz. If you are pretty much just sweating it out on CSGO a lot though, a 144Hz panel would probably be beneficial for you.
