As it is stating, the card issuer is declining it. So your bank or if you have a prepaid debit card like Greeen Dot, NetSpend, Walmart, ect, it's blocking the transaction. If it's a bank card, it's probably under a parent/guardian account where a parent or guardian will have to authorize it or I'm sure they could even set it up to block online purchases. If you're not under a parent/guardian account, call your bank and let them know what's going on. They'll probably have you stay on the phone and tell you to try and run the transaction again, so they can confirm they received it and can tell you over the phone that they accepted the transaction. If it's a prepaid debit card, it will more than likely be the same thing, give them a call and have them accept it. I have never used a prepaid debit card before, but I would imagine they have you fill out some form to have a real card mailed to you. If they ask for your age and it was listed under 18, I'm going to assume it could be a limited card, however that would be something you would have to ask that card issuer.

it means exactly what it says, your card was declined. Call whatever company you use and tell them as they probably think its a suspicious.

And i've had a paypal since I was 15/16. I dont know if things have changed in 3 years but ive been able to use it no problem.

As for being 18 though, OPSKINS makes you send a picture of your license to verify you're 18 and thatsits actually you. I somehow got lucky and got by when i was younger but my friend was declined access. Im 18 now anyways but when i was 17 that's what i had to do that.

Really? I've bought off of there multiple times and never had to do that, albeit I'm 20, but nothing ever came up asking to prove my age other than a checkbox saying I agree to the terms and conditions and am over 18.

As for the PayPal thing, I think as long as you have a card, you can easily get around the 18 age limit. PayPal would seem more like the place that would ask for ID to prove your age, but then again, I have a few friends on Steam who are like 15, 16 and using PayPal to buy things, because they have a card connected to it.

how big have the purchases been? I think they do it if you add large amounts, I added like $300 or something and thats when they made me verify. before that i could to $10-20 ones no problem.

$180 was the max I've spent at once, with smaller purchases around $30-$90

When you go to checkout it shows all the payment options. Any of them would work

Is it possible that I would have to call the bank and tell them to process the money? Cuz I used skrill and when it kept saying declined, the bank told her that it was skrill doing it. I found today where they are from which is London but I didnt know so now shes getting a new card
