My and my brother are building a cheap gaming pc from him to use instead of getting an xbox one.
we assembled everything already 3 times over and can not figure out why the computer will power on but there is no display... (all fans come on)
I have tried all of these steps and nothing.

If you've tried everything on that TomsHardware list, then it sounds like you could just have a faulty component somewhere. What PSU are you using? That Raidmax unit is shit, so if it's something as poor quality as that, it wouldn't surprise me if the PSU is the issue. It'd help if we could see some photo's of your rig to try and identify the problem. Also, make sure your cables are plugged in and connected properly, make sure your display cable is plugged in to your GPUs I/O, and not the motherboard I/O.

Check your motherboard manual and make sure all of the front panel connectors and what not are installed correctly. Also, you've only got a 4-pin cable in for CPU power, you should really be using an 8-pin, though 4 should be fine.

Again, make sure your display cable is plugged in to the GPU, and not the motherboard I/O. Try a different monitor, if you haven't already. Also, try booting with only one stick of RAM.
