Download 3.55 Downgrader.PUP. Load it on the USB like a normal CFW update.
Follow the instructions on the video. Once recovery menu is accessed go to System Update and select update from USB. This will downgrade your console but it will fix your Semi-Brick.

Either way you should be able to get to the recovery menu. Trust me I have bricked my PS3 many times.

There are other methods of accessing the Recovery Menu. its been a while so i don't remember but look on YT. You need to find a way to access that menu. You shouldn't even need any type of E3.

Sounds like a full brick if it doesn't power on.
Anyway Two methods to try.
Remove the Hdd and try to boot without it.
If a menu comes up it maybe fixable, Put in a new hdd (not your old HDD)and reboot.and put the 3.55 DEX downgrader on a usb.
Get the DEX 3.55 downgrader. and the lv2diag.self made by jaicrab.
Place them both on a usb ,so you should have on the root of a USB.
PS3UPDAT..PUP and Lv2diag.self.
Put the usb into the right usb port and power on and leave it till it powers off
