it might be because your power supply is not sufficient enough to power your entire pc

if you can get into windows try to download the latest bios update but be 100% sure you are installing the correct one for your motherboard
also when exactly is it shutting down like when starting windows or during the motherboard splash screen?

Start by resetting your CMOS. To do that go into your PC and on your motherboard (normally near your processor) there is a little battery like a watch battery -
Find that, remove it using a flat head screwdriver and leave it out for 30 seconds and put it back in. Make sure your computer is powered off and the PSU unplugged before you do this.
If that doesn't fix the issue, start unplugging unnecessary components and test them individually. Take out the GPU, only use 1 stick of memory, unplug all non boot hard drives, and all optical drives, and see if it boots. If it does boot then slowly add parts in one by one until you find the cause of the problem.
Another issue could be your PSU is faulty. Only real way to test it would be to put in different PSU and see if it resolves the issue. If you can find access to another PSU to use try that.

I mean, you're not giving us enough information at all. Did this just randomly start happening, or has it been happening since the rig was built? What exactly is the issue? "It's broken" or "didn't work again" literally means nothing to us. What are you doing when the issue happens? You need to give us more info.
