It means when you have played 3 competitive matches you have to wait 1 day before playing for matches. And no it will not place you in any skill group. You have to play a lot for that to happen. And i'd look at this to know what rank you want to be https://www.thetechgame.com/Forums/t=7298237/counter-strike-global-offensive-ttg-players.html

It happens every 2 wins first of all, and it happens until you reach 10 wins then you get placed in a skill group

It is quite annoying but they do that to try and reduce the amount of people smurfing/hacking on fresh accounts. The more time you make someone put in before they can play comp the less amount of bs there is

It's a pain in the ass to be honest, but you have to wait for the ban to pass after winning 3 games twice, and then on the 9th win i don't think it bans you, you can just jump in and win your 10th game, get a skill group and play

You obviously do not play Counter Strike if you think that is true.

@OP It happens until you get 10 competitive wins, then you will be placed in a queue. You can only get 2 competitive wins a day before receiving the cool down.

It happened to me recently also. The 'cooldown' ended for me around 30 minutes ago. Much better playing comp than casual, less cheats.
