best chance is heroic strikes/nightfall

ive had a 335 cloak of taniks drop for me a few weeks ago

also, 3oC wont help as thats only for exotics

Your best bet is to just grind heroic strikes. The drop rate for strike specific loot isn't too low but isn't high enough that you get it that often. I luckily enough got the Taniks cloak the first time I done the strike after the April update and it just so happened to drop at 335 for me.
