I did an apprenticeship in Business and Admin, Level 3. The work you do goes towards the evidence so it makes it really easy to get the qualification. It's the equivalent to two A Levels which is an added bonus if you're thinking of Uni after.

You're also getting paid to do a job, which is strengthening your CV as you go. You may even get a full time job out of it.

Only downside to the apprenticeship is you'll probably be working with people who are a lot older than you, that might not have the same interests as you. Which can be good, but keeping in contact with your friends is also important.

He would have to do a Level 2 at college which isn't a worthwhile use of time. If he were to do a Level 3 at college, he would have to look for a higher apprenticeship at Level 4 which are harder to find than Level 3 apprenticeships.
