Do you need an operating system? no
What will you use the PC for?

Standard home use, web browsing, ( no gaming) .

you'll never see me suggesting to do this but..

a laptop will be a lot better for her and won't strain her back when sitting up etc..

This would be more than enough. ITX to save space. Could get away with a Pentium G4400 or G4500 instead of the i3 if you wanted to save money.
