Of course i'm not a official rep. of paypal or anything. But I do have a paypal my self and have had a few problems over time. Make sure to give there customer support line a call!

In my opinion the customer support is great!
(Find the # on a internet search)

I've been -12 GBP before, they called me and asked about it. I told them there was a bank transfer pending. I'm not sure what law it comes under, but it's theft essentially. 75 pound is a lot of money too.
