Yes but both are a bad choice. 860K will be a huge bottleneck for a GTX 970 lmao. Regardless, the GTX 970 would be a horrible purchase at this point considering the Rx 480 will beat it for $199, and the GTX 1070 smashes the 970 for only $50 or so more.
