Is it possible to manually upgrade my ios to 9.1 as im still running ios 7.0 jailbroken, and i would like to still be able to jailbreak but have a later ios.

If I were you, stay jailbreaked for now, wait until a new jailbreak is released then upgrade your iOS version

Do you use a lot of tweaks with your jailbreak, or do you only use some tweaks that aren't a big deal. iOS 7 is a huge downgrade from iOS 9. If you love your tweaks then stay on iOS 7, however if you don't care then I recommend updating. But just know that it might be a couple more months or maybe even a year before the jailbreak teams release another jailbreak
