I'm considering purchasing this used graphics card off Craigslist. What do I look for upon purchase and what test should I have it run before handing over my money?

If I were you I wouldn't touched used items unless it's refurbished from manufacturers, however if your price range is that limited I'd suggest running a couple bench marks (Google some), and request to look at it to ensure there's no hardware injuries. Try to ask about the history of the card (What did he use it for, what applications, games, etc.). I wouldn't suggest buying something without testing it.

Reddit.com/r/hardwareswap is a good place to look for used pc components. You could ask them to run future mark benchmarking software, then compare the scores to similar setups

Run benchmark software and make sure it works while running the benchmark. If there is flickering or any crashes it most likely has a problem.
