The RTM Tool has a error and not the right .dll for the RTM Tool. I had that error now I got it fixed due to the right .dll file.

Have you installed ProDG and are you able to connect using the debugger ,you sometimes have to copy the Ps3tmapi.DLL into your app folder.

Make sure you have the right DLL file and also I believe this error comes from not being able to connect to the game. To use TMAPI you must have a debug eboot or you can not use TMAPI. I believe you got this error because you can't connect as I said most likely the reason for this is you don't have a debug eboot. You can get one from youtube.
