As of now the latest iOS update cannot be jailbroken. If your iPad was on 9.0 - 9.1 you could download PanGu and jailbreak easily, but sadly that's not the case. Sorry

You still can depending on which iOS you have.
The latest iOS jailbreak hasn't been released yet nor do I think it ever will be until iOS 10 comes out.
If you are on the latest update and you want to jailbreak, you need to downgrade the firmware to whichever iOS has a jailbreak available for it.
Search on YouTube or Google on how to downgrade your firmware.
Once you get it downgraded you want to download the jailbreak for it.
I used to have a jailbreak on iOS 9.0.1.
I would prefer that one because it is very stable and the jailbreak is still out for it.
I used the Pangu jailbreak as well.
Pangu is just an application you install on your computer.
Once you hook your device to the computer and run the application, it will recognize your device type and display the name of the device.
Everything you need to know about it can be found in various YouTube videos and Google posts.
I hope I cleared some stuff up for you.

Also to answer your question about free in-app purchases, it all depends on which tweak you have. That will also be covered in most videos. Some games can and others can't. Just how it works.

I thought iOS 9 took away the possibility to downgrade. Pretty sure the signing period for 9.1 is closed.

I believe they took the downgrade possibility many iOS versions ago. All downgrades/upgrades are done through Apple servers which won't allow you on anything but the current iOS version that is out. Unless your a Dev than you can test betas.
