Is the gameplay choppy after you start streaming, or does it appear choppy when viewing the stream?

Next time your streaming, open up hwmonitor at take a look at the temps and loads. See if your CPU is thermal throttling, and underclocking itself so it doesn't melt.

it could be the fact you only have 4 gigs of DDR3 Ram
