Im buying GTX 950 but which brand/model is best?

Doesn't matter, they'll all perform very similarly. When buying a GPU, but whichEVER non blower style cooler is within budget and you prefer the look of. However, I don't recommend a GTX 950. RX 460 releases soon and should out-perform a GTX 950 for a lower cost. RX 470 should release on the 14th and offer R9 380(ish) performance for around the same price as GTX 950, so the 950 is a really terrible option at this point.

Will it be able to run CSGO MAX SETTING at 120+ FPS with an i3 CPU?

Well if you are serious about your counter strike you won't be playing it at max settings anyway
Don't get the 950 either just wait to see what other cards are coming out and probably the 1050 will be coming out soon so you might just want to hold on for a bit.
