You can try re-installing Flex 2, if that doesn't work than Flex 2 may not be compatible with your device and may need to remove. Unless you installed another tweak that could cause this? Could try re-installing it also.

Every time I open an app/tweak my phones touchscreen does not work.

I see, can't even get into Cydia then I guess to re-install or remove.

Power off your device, turn it back on but hold your VOLUME UP button while its booting. This will load into safemode and disables all tweaks/mods which allow you to get into Cydia and delete them or re-install them.

If you cannot slide to power off you can hold the power button and home button until the device shuts off then quickly start holding VOLUME UP button.

Does it remove the lock screen wallpaper and you your screen touch doesn't work? If so that used to happen to be before and the fix is to boot it in safe mode and delete what you installed.
