Firstly, this is not for me, it is for an internet friend. He currently uses some Mac-book, so yeah.... its shitty for gaming.
What is your budget and currency? $2,000 (USD)
Do you need a monitor? Yes
Do you need a keyboard? Yes
Do you need a mouse? Yes
Do you need an operating system? No
What will you use the PC for? Gaming/Everything
He will be playing all types of games, currently only plays CS:GO because that is all he can run. He does want to play other games though, more graphically intense games. He said he wanted to do 4k gaming, but I told him that wouldn't be possible considering the budget and what all he needs. I told him he will be able to game at 1440p without a problem.
Note: He will most likely be ordering all of this once he gets payed, about in 5 days.

Grab a 2TB HDD with the left over money if you want. SSD for OS and games/programs. Use the HDD(if you get one) for media, and smaller games/programs/applications. SLI support so you can easily add a 2nd GTX 1070 at any point. Nice 4k monitor, nice keyboard with MX Blues(real man's switch) and a nice mouse too.

No worries, thanks for the build. My only concern is the 650w power supply, would he need to up that if he were to SLI the 1070's?

He might be able to run it with the 650w power supply but I wouldn't recommend it.

SLI GTX 1070s will pull less power than a single GTX 980Ti. A good quality 600W PSU would be plenty for SLI 1070s, so the 650W unit is perfectly fine, especially considering it's a Capstone unit. If you want, you could spend a little extra and get a 750W Capstone or EVGA GS/G2. The 650W will be plenty though.
