ok i have ordered new parts for my pc which are:
MSI GTX 950 OC 2GB
CX430 Power Supply
when i am installing these components is there anything i need to prevent my pc parts from dying?

Anti-static wrist bands are my top advice to anyone who's new-ish to PC building and customization.

Try not to build up static charge, avoid this by frequently tapping the pc case to prevent shock to parts. Don't force any of the parts in either, make sure they're aligned and placed in good. Other than that refer to the manual for more help.

or to ground myself do i touch the power supply/ unpainted metal before adding the components?

I would just prefer the case, but power supply should be fine though
