I've been working on a mod and would really love to test it but there's a few problems.
- The game will not launch no matter what the settings are on.
- The client will not open twice unless I've logged off my account.
-The game's textures are not working properly.
- I'm unable to progress through Vault 111 because I cannot anything.
The steam community just said that it was my desktop but the game perfectly fine in the past.

Well, I think I found your problem...you broke the game. lol.
In all seriousness, I have no experience with modding fallout 4; however, have you tried going back to step 1 with the mod and just going from there? You should be able to determine what the issue is by doing this.

I haven't even added the mod to the list yet, it's still in the creation kit.
The game was like this after installing it.

Perhaps it's a compatibility issue? What OS are you running?

Windows 10 since July 2015.
The first time the game was installed, it working perfectly fine. That was back in December but uninstalled it because I couldn't keep the game from dropped in framerates.

In that case, I'd make sure that all your drivers are up to date. After, uninstall and reinstall again to see if you can get the base game itself working again. Once you get the base game working, importing the mod shouldn't be too difficult to do.
