My monitor recently broke and i need to buy another one quick. The monitor that i had was 2ms but the one i am currently looking at is 5ms.
Will i notice a big difference?
Also if you have any good suggestions of 1080p monitors my budget is £100 GBP

You're not going to notice a difference when it comes to a 2ms vs a 5ms monitor. That's really just a marketing ploy so the monitor can be charged more for "giving a better gaming experience." Double digits is where you'll notice a difference, so if you had say a 16ms monitor and switched to a 5ms monitor, you would see a difference.
As for the monitor, I would suggest this for your budget. I also wouldn't doubt if this monitor is cheaper on another site too.
