My Astraz v9 which is older about 2 months and 2 weeks old did not transfer and it was modded to.

So in my opinion time does not matter.

I transfered v10 2 days ago, I tried v9 today.

You understand the transfer system is not working at the moment right? That's what this whole thread is about

I don't know of this helps but yesterday I got a modded account and I tried to transfer and I wouldn't work. I contacted a friend that I knew had did a transfer earlier that day and he did it on my account for me and it worked. He lives in Canada.

Regarding the character transfer error, we can see that your PS3 account is not eligible for transfer as the account has been used in violation of the game license. You will not be able to migrate this account to any other platform.
