You only "need" upgrades if you feel like your system isn't doing that you want it to. GTX 970 isn't new, a GTX 1060 or GTX 1070 would be a better option. Your system isn't high end, but it's a pretty solid system. If I was to upgrade that, I'd probably add another 2x4GB RAM, and grab another SSD.

Your PSU isn't great, but it's fine. Same goes for monitors. Keyboard, mouse, and headset are fine. CPU and mobo are absolutely fine. If you want a CPU upgrade, Xeon E3-1231 V3 is your best bet.

He does not need a CPU upgrade. An i5-6600k wouldn't be an upgrade, itd be a waste of money. If he really wants a CPU upgrade, he can grab an E3-1231 V3 and swap it out with his 4670 with no issues. A 6600k or 6700k would mean he'd need a new motherboard and DDR4 RAM which would cost him $150, then he has to get the CPU as well. Whereas a Xeon E3-1231 V3 would cost the same as a 6600k, and perform similarly to a stock clocked i7-4790(6700k is a minor increase over 4790(k)).

It makes no sense to upgrade one generation up. Maybe if he was still on Sandy Bridge or something older, a Skylake upgrade wouldn't be a terrible choice but that's not the case.

I actually just bought the benQ through amazon, and do you think I really need extra ram ? if anything i would grab anohter 2x8gb. I might have to get a new keyboard due to almost all of the LEDs going out. also do you think the xeon would help for arma ?

I agree with this aswell, I don't see why going up to a newer gen i5 would be worth. but I am going to take that xeon into consideration.

The E3-1231 V3 is 3.4GHz, so it'll perform exactly the same as your i5 in tasks/games that don't utilise more than 4 cores/threads. The Xeon will only benefit in anything that utilises hyperthreading, because that's literally the only difference between the 4670 and E3-1231 V3, other than the Xeon not having an iGPU.

8GB RAM is still fine, doesn't need upgraded but newer games have started utilising more RAM, 16GB is the sweet spot these days and RAM is fairly inexpensive now anyway. You could add another 16GB if you want, but it's not necessary. You could just spend $20-$30 for a 2x4GB kit, and add it so you're running 4x4GB, for a total of 16GB.

If you're getting a new keyboard, get a Strafe/K70 from Corsair, if possible. Or, if you want to stick with Cooler Master, you could look at the Master Keys Pro L(or Pro S, if you don't mind a TKL).
