You can technically get a part time job at the age of 13. Places like a funhouse or something like that will take you, ez money for the holidays.
I'm pretty sure you can do papers round as well?

If I was you, i'd do mini jobs around the house or get your one of your parent's to pay you after doing their job for them. It's sucks to be young in that sense.

Not sure if this is a thing where you live but people at school would buy sweats, drinks, chocolate during school time.
I would buy 5 packs chocolate bars for £1.50/2.00 and sell each bar for 50p. Drinks 24 pack payed £10/15 for sell for £1 each. I sold all sorts at school.
I would take around £100 wroth of items a day and 95% of the time I would sell out before the end of school and if not sold the rest on the bus ride home. I did this from year 7 all the way through till year 12 (sixth form/ ASlevels)

i would try to hustle around the neighborhood and see what the kids in your area wanna buy (nothing illegal) and sell and buy stuff what i did in high school and stuff was sell candy and sodas everyday i would sell out so fast!

dude i know this sounds stupid and i know you said you dont want to do it but when i was in 5th grade my neighbors and i did a lemonade stand for a day and we made $20 (we sold little cups of popcorn as well for $1 lol)

Go to other neighborhoods and cut grass, in the winter shovel driveways or parking lots, You could start raking leaves for neighbors or ask them if they have anything they need help with around the yard or house for a little bit of money.

(maybe younger, I forget how old I was) but 15 no way.
There's not much he can do, with school and only 15 years old no company would want to pick him up. That's the reality of it.
