Yes but wait it when the 17 is out because those accounts are just temporary. So maybe got a ban for 17. You can buy offical fifa points from foregin stores like South Africa (XBOX ONE) that is cheaper than the normal price if you convert it to your currency.

But the account are so much cheaper but maybe got a ban before you want to transfer and you dont get back your money. Like last year when lot of people glitch 2200 FP to profiles and a lot of profile got banned

They normally allow a one time transfer.
