They're rank has nothing to do with it, what do you expect me to derank people?
I'm giving them a VERIFICATION rank, meaning they can access the menu.
Everyone else that joins, get's co-hosted when I can access the menu.

Open: Knife and DPAD-Left
Select: X Button
Close: the same as open
Close the page you're on: B Button
