Trying to do this SBC but for some reason can't get it to 100 Chem just seems to stick at 99, anyone know how to get it to 100 ?

By getting loyalty on one player for the 1 extra chem or add another player and try get a green link and see if that works

The easiest way (though time consuming) would be to play the squad (or at least one player) in 10 matches so he gets +1 chem boost for loyalty.

If you don't care about your record, just back out of 10 games and that should work I think.
