Neither. 4790k makes no sense in a B85 chipset motherboard. If anything, your logical CPU upgrade is a Xeon E3-1231 V3, but your i5 should be fine anyway. As for GPU, GTX 1070 or GTX 1080 makes absolutely zero sense at 1080p, and your R9 380 is still perfectly capable of running 1080p.

forgot to mention, that i will be getting the htc vive soon. and thats what steam gives me as an answer

I mean, if you can afford a GTX 1080, you could afford a Xeon E3-1230/1231 V3 and a GTX 1070. That would be your best option. Then sell the i5 and 380 to make some money back.
