I would recommend never using WiFi for gaming

Use an ethernet connection, make sure there are not anything taking up too much bandwidth.

Define "better internet". You can't make something download faster than your internet can physically download something. The limiting factor is your download speed, after that the only variable can be your wireless connection. If you are wireless then distance from your router or general signal strength make a huge difference. If you are already on a wire connection then there is nothing you can do besides maybe go to a friends house who actually has better internet.

A wired connection will be the best. Not sure if this is the same for PS4 or not, but if you have previously launched an app or game, restart your console, I noticed an increase in my Xbox's download speed by 10-30 MB/s after the restart.
Also, refrain from heavily using the internet, i.e don't watch YouTube video in 1080P, it will help a lot.

You are technically correct about downloading faster but not so correct because when you are downloading from ps4 or xbox one, it doesn't use the full speed capable that you are getting from your isp unless you change your dns. The default dns is usually overcrowded for games and downloads slower.

Use this dns for faster speeds.

This should put you about as fast as your connection can handle.
