so im thinking of getting a 4K monitor.

Sure it will run it, but a 970 will severely struggle if you plan on gaming at native resolution on above medium settings!

I'd get this instead;

You'll definitely be able to run 4k. You won't be maxing AAA titles or anything though. You can just run AAA titles at 1080p or something instead though, and play less demanding games at 4k.
