Have you tried hard resetting your console and then trying it?

Turn off your console and unplug the powerbox, then replug it in and turn your xbox on and it should fix issues

Usually that fixes issues for me it could be your internet then otherwise I haven't got a clue unless XBL themselves are experiencing issus sorry bud.

Have you tried deleting and then re-downloading the account again?

Have you changed the home xbox before? You can only change it 3 times per year.

I have the exact same issue. Never had a Xbox tied to my Microsoft account before but I did have a gamertag created by Windows 10 or maybe Minecraft PE. I get the same error when trying to make it my home Xbox. I also get 2 errors when trying to add a passkey. It just doesn't work. I just got the Xbox One S 9 days ago and have had nothing but problems. I also have only been able to redeem one of 8 codes for games and live gold and that was on day one. Tried everything mentioned above and other things suggested by Microsoft support. Including cancelling my live subscription that I ended paying for with PayPal. They then gave me a code to reactivate it but of course that code doesn't redeem as well. So now I'm out of my Xbox live gold sub, 4 game keys and 2.5 months of live gold keys(7 keys total). Would love for something to work here. Have you run into any of these issues as well?

When I access the Xbox live chat page it shows an odd email that I have never been associated with. Microsoft assures me that email has never been connected to my account. When I try to migrate my Microsoft account to a live account as suggested I get a XML error showing that same email as well as a old state and postal code. But it has been updated everywhere in my account. These are a couple of things I think that may be related this issue. Please let us know if you get it working.

You can only set an Xbox as your home Xbox 3 times per account every year. But you can contact xbox support and they will sort it out.
