Hi,
My friend is in need of a gaming build for a pc that can record YouTube videos, render them, etc... As well as provide a He is looking to spend a maximum of $600 if possible. He would prefer the computer to have a Intel processor instead of an AMD. He would prefer a gaming computer than could run around 60+ FPS. Any build suggestions for him?

its a little over $600 and it's not too dissimilar from the one i just made for my little sister.
But if you friend wants to spend an extra $100-$200 it will really take it up another level. Could get a gtx 1060 6gb and a good cpu cooler. An ssd would be good aswell.

Over priced H110 chipset motherboard. PSU does not make any sense, no need for an SFX unit and almost $100 out of a $600 budget for just the PSU is ridiculous. No SSD? RX 460 is not a very good GPU, definitely not for this budget. It's an entry level GPU, and a GTX 1050 would be a wiser choice anyway.

OP- We need more info to help. What does he need within budget? What games will he be playing? What monitor is he using?
