GPU Usage Issue

Hello, I have recently been playing a game alot, however after a while, I was experiencing alot of issues.
The game itself isn't the best optimized however, people have been getting steady 50-60 fps, even with a worse setup than mine.
I myself however have only been reaching around 27-35 fps. I made sure I only had limited background programs running. Set my game to a higher priority in the task manager, and after recently checking my GPU usage was only reaching around 15-20%.
(My GPU is a 970)
It ain't the best GPU but i'm sure I should be getting more than 20% GPU usage.
I'm not very good when it comes to computers, but would there be anyway to increase this?

What game are you talking about? What resolution and settings are you playing at? What CPU do you have? What are your CPU and GPU temps? What utilisation is your CPU at?
