The 4s isnt a bad option, I guess. But it is quite out-dated now. The iPhone "SE" is probably your best option. It's quite a decent price tbh, it's basically a newer/better version of the 5s. My sisters and mum have them too and they seem great

Really? The OP said the device was for somebody who only uses it for the most basic of functions, being calling and texting. Though android is a great OS for power users and people that like an open experience, people who have no experience with smartphones will likely have a bad experience

iPhone SE all the way! Affordable, good size, awesome battery and phenomenal speed, possibly the fastest iPhone so far.

The iPhone 4s would still be usable but I wouldn't recommend it at all
My dad's the same, I got him an iPhone 5c and he can use it. I would go with the iPhone 5c or 5s
