NASA estimates that Mars was habitable around 3.5 billion years ago until solar storm activity stripped its atmosphere away and made it uninhabitable.

That means that this civilisation would have arrived on Earth 3.5 billion years ago. Archaeologically, human beings as we are today can only be proven to have existed for 200,000 years and no evidence of any other tool-using intelligent species has been discovered on this planet.
So unless they arrived here and instantly devolved into dumb animals which then vanished for some reason, given that the oldest fossil ever found was 3.5 billion years old and was only bacteria, this seems very unlikely.
