6800k would be a horrible idea. Plus youd need a new motherboard and RAM anyway. Just grab a Xeon E3-1231 V3, it'll work in your motherboard and give you HT.

Maybe add another 8GB RAM if you want. Other than that, I'd add another HDD and/or SSD. Other than that, only thing I'd maybe do is add a 2nd R9 390 if you find one well priced.

A large AIO like an H100i V2 would be an utter waste on a locked CPU. I'm assuming you just want an AIO for the aesthetics. In which case, just grab a 120/140mm AIO. They're terrible value though as cheaper air coolers will easily perform on par and are usually quieter.

It's about $60 over your $500 total budget but I included 2 $60 coolers for you to choose from, so it should be around $500 for the lot, after you choose your preferred cooler. Got to say though, I'd just grab a $20 air cooler, one of these probably;

The Be Quiet cooler, as you'd imagine, is the quietest of the bunch and will be more than adequate at cooling a locked CPU, such as the i5-4460, or Xeon.

As for RAM and storage, it's not really necessary but SSD prices are creeping up, and a new SSD is never a bad decision. You could grab another 850 EVO but the 525GB MX300 is a solid SSD and is still fairly reasonably priced, whereas 850 EVOs are in over-priced territory again IMO. If you still have loads of space left on your HDD and more importantly, your current SSD, then adding the MX00 isn't really necessary. If your currently using your system with 8GB RAM and having no problems, the extra 16GB RAM isn't necessary either but more RAM is becoming more useful in programs and even games, so it's not a bad shout. The only other thing I'd do, as I said, is add a 2nd 390 potentially. However, only if you get one for a good price and feel like you need/want the better performance at 1440p. Don't pay more than like $200 though because I've seen GTX 970s and R9 390s selling between $150 and $200 fairly often on the used marketplaces. So you could simply get the Xeon, any of the coolers I've suggested and then spend <$200 for a 2nd 390 instead of getting the SSD and RAM. Up to you what you deem more necessary though.
