FPS LAG IN GAMES

PC SPECS:
i3 3240
GTX 950
4GB RAM
430w PSU
I have been experiencing fps lag in games like CSGO and COD. i think i need to do some upgrades to the RAM and CPU but is the PC bottlenecked?

If you have Windows 10 try disabling Xbox DVR.
You can check out how to do that [ Register or Signin to view external links. ]
Dry updating your graphics driver, you can look that up [ Register or Signin to view external links. ]
If the problem still sustains, try giving your PC a good cleaning, and physically re-install the Graphics card.
Try running an anti-virus software, just to be on the safe side that it isn't virus related.
Hope it helps, if not let me know, Its possible you just have a defective piece of equipment. Always try the simplest of solutions and work your way down. Its better to be on safe side. Thank You for the reply. i have now disabled game dvr, i did think this a while back but i didnt have an xbox account, but i have now disabled it through regedit
